Abstract
Individual articles report that the British Prison Service is expected to cut funding by 13.3 percent over 3 years, while the inmate population is expected to increase to new record levels in 1996, and that the 1995 Learmont report on prison security and escapes concluded that the Parkhurst prison was unsuitable to be a high-security prison and lacked procedures and equipment to prevent escapes. Additional articles noted that a senior management review concluded that the 1994 reorganization of the prison service agency has been unsuccessful, that the increased emphasis on security is affecting community service projects and other aspects of prison regimes, and that the Home Secretary proposes to limit the use of early release. Other items note that three London agencies are cooperating to identify and address dyslexia in offenders and summarize judicial decisions on the right to silence and life sentences.
