The efforts to establish computerized information systems in the criminal justice system of the Russian Federation have been an important element in the successful implementation of judicial reforms in the country.
Abstract
The computerized system is being created in accordance with the Program on Informatization of the Justice System for 1994-1995. The program is an integral part of the Federal Program on Crime Prevention. The program emphasizes local information processing as much as possible. The program also includes the establishment of regional centers of legal information to transfer methodological and reference information from methodological centers to the courts and notaries offices and from courts to notarial offices, regional judicial organization, and the Federal Ministry of Justice. Foreign governments, the United Nations, and nongovernmental organizations have offered assistance in this effort. International cooperation includes information exchange, training, assistance in the preparation and publication of materials, and technical assistance. The Russian Federation and the European Institute for Crime Prevention and Control, HEUNI, are conducting a pilot project on the automation of the information systems of judicial organizations and law enforcement agencies. The basic Federal law on Information, Informatization, and Protection of Information was recently enacted. Other laws to protect data will be required to sustain the implementation of this law.
