Mayor Giuliani directed the commission to investigate the actual level of criminal activity and other misconduct in city schools and to examine procedures, policies, and practices of the Board of Education's Division of School Safety. The resulting investigation centered around the following issues: adequacy and accuracy of methods used to report criminal and other safety- related incidents in schools; quality of supervision of school safety officers; methods of deploying school safety officers within the school system; roles of school safety officers, police officers, and school administrators in the school safety system; allocation of personnel and other resources; and coordination of functions between the Division of School Safety, the New York City Police Department, and other city agencies. The commission interviewed 246 individuals, obtained relevant documentation, and held public hearings. Detailed data on crime and misconduct in New York City schools and on school safety practices and procedures are provided, and supplemental data on school safety are contained in six exhibits.
