Progressive sanctions guidelines became effective in Texas on January 1, 1996, and juvenile dispositions in 21 counties in 1995 were analyzed in relation to these guidelines.
Abstract
A computerized simulation template was developed to calculate the recommended progressive sanctions guideline level of cases disposed in the 21 counties in 1995. The template was used to estimate the potential impact of progressive sanctions guidelines on future dispositions and to set a benchmark in each county to measure subsequent progress in guideline implementation. Examining actual 1995 juvenile dispositions and comparing them to dispositions that would have been recommended if the guidelines were fully implemented showed the guidelines would have called for 3.5 times fewer cautionary supervisions, over twice as many deferred prosecutions, and fewer dispositions to regular probation but over five times more dispositions to intensive supervision probation. Future analysis using the template assessment framework will be used to determine the extent to which the adoption of progressive sanctions guidelines and related increases in State funding will impact the disposition patterns of juvenile cases in the 21 counties.
