A conference was convened by the Council of Europe in 1992 that focused on the theme of police training concerning migrants and ethnic relations.
Abstract
The conference recognized that, due to migration flows in recent decades, substantial populations of different national or ethnic origins from those of the host society permanently live in most member states of the Council of Europe. The conference also acknowledged that governments play a crucial role in creating conditions for good community relations, since relations between immigrants and the police are often tense and government and police agencies need to seriously consider this tension in police training and recruitment. The conference resulted in practical guidelines for use by European countries in police training concerning migrants and ethnic relations. The guidelines are based on police training experiences in several European countries, including Belgium, Denmark, Finland, France, Germany, the Netherlands, Sweden, and the United Kingdom.
