This collection of essays is based on the view that, as a matter of policy, criminal justice systems in the Scandinavian countries should be aware of the consequences of decisions made and take full responsibility for them.

Consideration is also paid to crime rates, crime costs, deterrence research and policies, legislative and policy planning, the institutional relationship between criminology and public policies, crime control planning, international cooperation, criminal code reform, judicial discretion, criminal behavior, and situational crime prevention.
