In 1994 the Office of Special Education and Rehabilitative Services of the Department of Education requested public comment on the provisions and implementation of the IDEA as a first step in developing reauthorization legislation for IDEA in 1995-1996. The objectives for the reauthorization were to: (1) align the IDEA with State and local school reform efforts; (2) prepare teachers and administrators to work more effectively with children with disabilities in all educational settings; (3) promote the education of children with disabilities in the least restrictive environment and non-categorical approaches; (4) promote the quality of educational services; (5) focus resources on teaching and learning; and (6) improve working relationships between parents and schools. This comment urges that, no matter how the reauthorized legislation is worded, it should address the concern for school safety and discipline and should provide mechanisms less costly than protracted litigation whereby schools can deal with disabled children who engage in dangerous behavior.
