This publication, with its accompanying CD-ROM, is a compilation of maternal and child health (MCH) and related laws enacted since 1912; it is designed as a ready reference for understanding Title V (Social Security Act) State programs and Title V discretionary project grant programs.
Abstract
When the Social Security Act was passed in 1935, the Federal Government, through Title V, pledged its support of State efforts to extend and improve health and welfare services for mothers and children. This landmark legislation resulted in the establishment of State Departments of Health and facilitated the efforts of existing agencies in other States. This compilation of MCH-related legislation incorporates a full legislative history of Title V and an appropriations history of the program for 1935-95. It also excerpts laws important to an understanding of the legislative history of maternal and child health in the United States. Included are significant MCH-related amendments to the Social Security Act, Public Health Service Act programs later consolidated into the MCH block grant, and legislative documents that affect infant mortality and child health that predate the Social Security Act. Also included are current regulatory and program guidance citations for State MCH Block Grant applications and annual reports. The publication contains a directory of State MCH hotlines, which the States must maintain as a source of assistance to parents regarding Medicaid and MCH providers and resources.
