This report presents data on input, process, outcome, and cost for fiscal year 1995-96 for Florida's juvenile commitment programs.
Abstract
The program accountability model that underlies the assessments provides an accountability index that includes measures related to input, process, outcome, and cost. The program accountability index uses the statistical calculation of z-scores for each of five measures for each program. To permit a ranking of programs across levels, z-scores are used to standardize the values on each of the measures. The Department of Juvenile Justice funds a variety of commitment programs along a continuum of restrictiveness levels. The restrictiveness level to which a youth is committed is based on the assessed risk level of the youth. This report is divided into six sections that group programs by restrictiveness levels. Boot camps are addressed in a separate section, since they serve both level 6 and level 8 youth. Each section contains a table of z-scores for each of the accountability measures and the summary program accountability index, a table that contains the raw data used to calculate the z-scores, along with graphic displays of the z-scores. Programs are listed in descending order, with higher index scores indicating greater relative effectiveness and lower costs. Preceding the six sections is a table that presents by level each measure, the number of cases used to calculate each measure, the z-score value for each measure, and the summary accountability index. The appendix contains a table that lists the z-scores and accountability index by program in descending order for all the commitment programs across the State.
