Establishing regional jails in this small State has twice been recommended over the last 50 years. The West Virginia Regional Jail and Correctional Facility Authority began operations in 1985. Most of the regional jails are designed to encourage maximum contact and interaction between the correctional staff and inmates. The Regional Jail Authority developed a six-point hiring process to recruit, hire, and retain the most qualified people for correctional facilities. The process included a written examination, physical examination, physical agility test, psychological screening, oral interview, and background investigation. Glenville State College established a 2-year criminal justice program in 1991 and developed a training and apprenticeship partnership with the Central Regional Jail in Braxton County. This experience suggests the desirability of partnerships between correctional facilities and nearby colleges to combine resources and enhance operations and management. The correctional facility, college, employees, and students can all benefit from such partnerships. Table
