Abstract
Glen Mills Schools in Pennsylvania is the Nation's most thoroughly documented program based on a sociological model for treating male juvenile offenders. The schools' most remarkable achievement is the creation of a learning environment where mature, respectful behavior is the norm. Glen Mills systematically molds the peer group culture as the primary strategy for controlling antisocial behaviors while promoting individual growth and responsibility of its student body. Fundamental to this approach are several principles and beliefs regarding delinquency: (1) The students are worthy of respect and dignity; (2) They are as psychologically sound as any other group of adolescents; (3) Staff and students have capacity for growth which will be realized if the institutional culture is supportive and challenging; (4) Locks and bars are impediments to security; and (5) Institutions operate most effectively and most economically when enrollment exceeds 200 and programs, facilities and equipment are top quality.
