The primary purpose of the program is to enhance the safety of abused women and children living in rural areas by creating and enhancing collaborative partnerships among criminal justice agencies, victim service providers, and community organizations. The program provides financial assistance to States, Indian tribal governments, local governments, and other public and private entities. Program goals are to develop and implement policies and services that promote the early identification and prevention of domestic violence and child victimization, to increase victim safety and access to services, to enhance the investigation and prosecution of domestic violence and child abuse cases, and to develop and implement comprehensive strategies that draw on unique characteristics and resources of rural jurisdictions. Application guidelines are detailed that address eligibility, funds availability, selection criteria, the review process, and administrative and reporting requirements. Appendixes contain the standard application form, assurances, certifications, a budget detail worksheet, points of contact, State agencies administering STOP Violence Against Women and Byrne formula grants, and a list of rural domestic violence and child victimization enforcement grant recipients.
