This is the final report on a project by the Illinois Criminal Justice Information Authority designed to develop model Internet applications for Illinois State and local criminal justice agencies.
Abstract
The first quarter summary encompasses the purchase and installation of the telecommunications equipment and supporting hardware and software that provides the tools and pathway needed to access the Internet. Also described in the first quarter summary are the search for a senior analyst for the project; an orientation workshop series for selected staff; the development of a survey of criminal justice agencies and library systems; and initial staff efforts to put information on the Criminal Justice Information Authority's website off-line. The second quarter summary announces the hiring of a senior analyst for the project, the first-wave mailing of the Internet survey, and progress on the developmental sites for each of the agencies participating in the project. The development of interactive access to criminal justice data for policymakers and the general public was also an important feature of the second quarter's work. A database was created to document problems that would arise during the project and the various strategies used to address them. In the third quarter, there were significant additions to content, and the basic graphic design of each site was developed. The design principles used are outlined in this report. Two sites went live. The second-wave mailing to Illinois libraries was completed, with final results tabulated for this survey as well as for the survey of law enforcement agencies. Key survey findings are presented in this final report. In the fourth quarter, site development continued at full speed at all three sites. Information presented on the websites is described. Among the work products developed is an electronic Internet handbook for criminal justice agencies, based on project experiences; the handbook is intended to help criminal justice agencies establish and maintain a viable presence on the Internet. Topics discussed in the handbook are listed. Appended survey questionnaires, a listing of website locations, and other supplementary data and materials
