This paper describes the New York City Police Department's strategy to apprehend those who seek to evade justice.
Abstract
Thousands of offenders avoid swift justice because they elude the criminal justice system. Whether a dangerous felon actively avoids the police or a minor offender simply fails to respond to a summons or Desk Appearance Ticket, both constitute a threat to order. Under their new strategy to aggressively pursue and apprehend fugitives, the New York City Police Department will: (1) restructure the Department to enhance fugitive apprehension efforts; (2) target all fugitives, including those who have committed minor offenses; (3) intensify warrant apprehension on the patrol level; (4) work with Federal, State, and city agencies to enhance their respective capacities and capabilities to apprehend fugitives; (5) solicit the assistance of the public in apprehending wanted persons; and (6) use new technology and enhanced resources to enable investigators and police officers to apprehend fugitives. The paper describes two major initiatives in fugitive apprehension efforts: the Strategic and Tactical Command in Brooklyn North and the Northern Manhattan Initiative. Figure, appendix, glossary
