This report presents data on life licensees reconvicted and recalled by the end of 1995 in England and Wales.
Abstract
Life licensees are persons who, having been sentenced to life imprisonment, are later released on license. Major findings from this study include: (1) Between 1972 and 1994 1,691 people were released for the first time on Life License; (2) Reconviction rates for standard list offenses for life licensees are much lower than the average for all those released from custody; (3) Those given a life sentence for homicide were less likely to be reconvicted than other life licensees; (4) Approximately 9 percent of life licensees released between 1972 and 1993 were convicted of a standard list offense within 2 years; (5) Nearly 20 percent of life licensees released between 1972 and 1990 were reconvicted of a standard list offense within 5 years; and (6) Of those released, 66 had been convicted of a grave offense by the end of 1995.
