This report presents statistics on all 17,620 persons sentenced to prisons, drug treatment centers, training centers, or detention centers administered by the Hong Kong Correctional Services Department in 1996.
Abstract
The 17,620 admissions represented a decrease of 0.1 percent from 1995. They included 14,343 sentenced to prisons, 2,650 sentenced to drug treatment centers, 321 sentenced to training centers, and 306 sentenced to detention centers. The number of males received into the custody of the Correctional Services Department increased 0.3 percent to 13,654, while the number of female receptions decreased 1.2 percent to 3,966. Thirty-four percent of the males were convicted of drug law offenses; 30 percent were convicted of property offenses. Fifty-nine percent of the females were convicted of offenses against local laws, mainly for breach of condition of stay. A total of 2,562 of the offenders were under age 21. The average length of sentence decreased from 13 months in 1995 to 11.2 months in 1996, excluding life and indeterminate sentences.
