Personal crimes declined 3.6 percent and household crimes declined 4.4 percent. The only crime levels to increase significantly were pocket picking and other personal larcenies with contact between victim and offender and completed violent crimes. The NCVS has also measured at least 18 percent fewer household crimes and personal thefts and 8 percent fewer violent crimes in 1990 than in 1981. The number of crimes per 1,000 persons also declined between 1989 and 1990; no category of crime had a significant increase. However, the survey also revealed that the reporting rate for violent crime has increased. Crime rates varied in different regions of the country. Victimization rates have been declining fairly consistently for several major crime categories since the survey began in 1973; the survey was previously named the National Crime Survey.
