Abstract
Traffic law enforcement and incident data show that highway fatalities in Illinois decreased from 1,586 in 1995 to 1,497 in 1996, reversing a trend. There was also continued improvement in the crime rate. The total number of crimes reported statewide was down 2.3 percent, and violent crime decreased nearly 10 percent. Financial data show final appropriations by division for fiscal years 1995 and 1996, total expenditures by major object code for these fiscal years, and grant acquisitions for fiscal year 1996. An organizational chart is also included. The report of the Division of Administration, which supports departmental operations and addresses certain law enforcement needs statewide, outlines the significant achievements of this division, which were in the areas of police training, a tracking system for repeat offenders, community notification of child sex offenders, and grants for the Research and Development Bureau. The report of the Division of Operations, which is responsible for highway safety and criminal investigation, reports on personnel resources, significant achievements, and data that pertain to traffic enforcement activity, such as the number of citations according to offense categories. Data are also provided on the cases investigated by type of offense. Information and data are provided on the work of the Division of Forensic Services. The report concludes with information and data on the Division of Internal Investigation, which investigates alleged officer misconduct and complaints of misconduct filed against State employees or officials in the executive branch of State government.
