In 1995 the number of Index offenses reported statewide decreased for the fifth consecutive year and fell to the lowest level since the establishment of the current Uniform Crime Reporting program. Compared with 1994, the number of Index crimes in 1995 declined 0.9 percent in the non-New York City counties and 16.6 percent in New York City. New York City accounted for approximately 6 out of every 10 Index crimes reported statewide. The number of violent crimes reported decreased in 1995 for the fifth consecutive year since reaching an all-time high in 1990. The decline in the State total reflects the large drop in violent crimes reported from New York City. Data are reported for each of the Index offenses. Arrests reported through the Uniform Crime Reporting system during 1995 totaled 1,157,898, a decrease of 6.3 percent from the 1,235,404 reported during 1994. Data are also provided on arrest processing, felony indictment processing, law enforcement personnel, and legislative reporting mandates.
