This article explores some of the approaches being taken by public schools to address violence issues; using Virginia as a case study, specific actions taken to empower local school leaders to deal with inappropriate behaviors in schools are described, as well as the educational process that is occurring in Virginia as school personnel learn about violence and what they can do to intervene on behalf of young people.
Abstract
In 1992, Virginia school superintendents invited several educational associations to an open discussion of concerns related to violence and other disruptive behavior in schools. This forum led to a series of recommendations related to the protection of schools, parent information, and student services. In 1993, Virginia school superintendents issued a significant report on how to stop violence in schools. This report identified four major areas of concern for the legislature: (1) gun and other weapon control; (2) parental responsibility; (3) coordination between police, courts, and schools; and (4) alternative education programs. Virginia school superintendents have strengthened the governing structure of schools, developed alternative education programs, conducted regional education sessions, and analyzed school building safety and security. While Virginia deserves credit for bringing the school violence issue to the attention of community leaders and insisting on legislation to support local efforts, teachers and school administrators are not adequately prepared to deal with school violence. Further research is needed to understand key causes of youth violence. 29 notes
