An approach to dealing with urban violence is proposed that incorporates community safety zones in which specially trained units of a neighborhood protection force (NPF) patrol neighborhoods that have voted for their services.
Abstract
NPF functions are to disarm the community by removing illegal firearms, long-bladed knives, and other dangerous weapons; to confiscate illegal drugs; and to remove illegal vehicles and drivers from the streets. Citizen involvement in the establishment of community safety zones is essential. From an operational perspective, the NPF is primarily a private security force hired by a volunteer citizen board. NPF operating procedures and the relationship between the NPF and local police are addressed, and expected benefits of using the NPF approach are noted.
