This report examines strategies for improving the lives of disenfranchised youth by addressing their alcohol and other drug use.
Abstract
This report grew out of a discussion group that involved service providers and Federal agency representatives who work with or administer alcohol- and other drug-prevention, intervention, and treatment programs focused on runaway and homeless youth. The group examined barriers to alcohol- and other drug-use services, evaluated successful models, and considered ways to encourage community-based agencies to implement such services. The report presents information in the following categories: (1) overview of alcohol and other drug use among runaway, homeless, and other youth in high-risk situations; (2) barriers to providing effective services and suggestions for addressing them; (3) program development and implementation strategies; (4) program descriptions of prevention, intervention, and treatment models from across the country; and (5) educational materials, videos, and resource organizations.
