This "Blueprint for State and Local Action" in preventing juvenile delinquency in New York State focuses on the expansion of opportunities for positive youth development.
Abstract
The policy agenda seeks, not to correct juvenile violence and crime, substance abuse, and the other problems associated with youth, but rather to provide opportunities that prevent their occurrence. This proactive policy agenda is built on a foundation of five objectives: expanded opportunities for youth leadership and opportunities for youth to serve as problem solvers; the strengthening and support of families in caring for their children; the building of community opportunities for positive youth development; the mobilization of community resources; and support for programs that are measurably effective. Among the specific proposals is a Youth Leadership Congress to provide a voice for youth in the development and implementation of youth policies and programs. To strengthen and support families, a Family Renaissance Consortium is bringing together key stakeholders so they may develop an agenda for action to build community supports for families. An initiative to help communities to provide youth with safe and accessible places to learn and play after schools will be proposed, along with neighborhood living/learning centers. Other proposals involve a Task Force on School-Community Collaboration; a Youth Leadership Academy Model; a Youth Intern and Enterprise Program; a county comprehensive plan of action for children, youth, and families; and a State Coalition of Youth Service Organizations. a 24-item select bibliography
