The OJP set out to create a single program designed to break the cycle of early childhood victimization and later juvenile or adult criminality. The program solicitation combines the following agencies as funding partners: Office of Juvenile Justice and Delinquency Prevention, Executive Office for Weed and Seed, Violence Against Women's Grants Office, Bureau of Justice Assistance, Bureau of Justice Statistics, National Institute of Justice, and Office for Victims of Crime. The purpose of the program solicitation is to develop community approaches that break the cycle of child and adolescent abuse and neglect, substantially reduce child maltreatment and fatalities, and improve outcomes for children and families. The program solicitation is directed toward urban, rural, and tribal communities engaged in integrated plans to ameliorate child abuse and resulting facilities. The target population includes children and adolescents at risk of abuse and neglect, children and adolescents identified as abused and neglected, abused and neglected children among troubled and delinquent youth populations who have not been previously identified as such, and supportive family members. Program elements encompass system reform and accountability, service continuity, data collection and evaluation, and prevention education and public information.
