The ILEA program includes an 8-week course to develop knowledge and skills of police middle management. The course covers instruction on: leadership, personal and financial management, ethics, human rights, management of investigative proceedings, police technology, and various forms of criminality. In addition, there are short seminars for members of criminal prosecution authorities on the topics of fighting organized crime, economic and financial criminality, and drug trafficking. Approximately 50 police officers from each of three countries (Hungary, Romania and Lithuania; Albania, Slovenia and Russia) attend the course at a time. The program was developed by the Federal Bureau of Investigation (FBI), and is modeled on the FBI Academy at Quantico. The ILEA is run by an American director with the support of a Hungarian administrator.
