This Fiscal Year 1995-96 Annual Report of the Tennessee Department of Correction (TDC) provides information and statistics on the department's clientele, personnel, and operations.
Abstract
During fiscal year 1995-96, the TDC has maintained its accredited status with the American Correctional Association while reducing corrections costs. During the fiscal year, $20.9 million was reverted to the State General Fund, and the department added 554 beds without construction costs. Tax dollars no longer subsidize the inmate telephone system and commissary operations, and inmates are now required to make a copayment of $3.00 when they request medical care. Prisoners and probationers worked in local communities across the State performing various community service projects, saving these communities millions of dollars. The labor alone is valued at $4.1 million. Through improved management practices, employee overtime was reduced by over $1 million. This report provides information and data on each of the department's operational areas. Statistical presentations address the budget, community corrections operations, employee grievances, the felon population size and characteristics, felon population admissions and demographics, felon population incidents and releases, offender mental health, corrections personnel, and substance abuse programming.
