Between 1994 and 1995, the CCI rate decreased by 6.9 percent, violent crimes decreased by 4.2 percent, and property crimes decreased by 8.2 percent. In 1995, approximately three out of four homicides were committed with a firearm. The felony arrest rate almost doubled between 1960 and 1995, from 1,170 to 2,272.1. The 1995 misdemeanor arrest rate was 4,193 per 100,000 population at risk. Between 1994 and 1995, there was a 1.5 percent decrease in the total arrest rate. Juvenile arrests for violent offenses declined by 5.1 percent between 1990 and 1995, while juvenile arrests for felony drug offenses declined by 8.9 percent between 1994 and 1995. In 1995, almost 7 out of 10 adult felony arrest dispositions resulted in a conviction. Probation with jail continued to be the most frequent sentence given. Between 1990 and 1995, the rate of adults under State supervision increased by 27.5 percent, from 855.7 to 1,090.7. Local supervision accounted for over 60 percent of all adults under State supervision throughout the 1990-1995 period.
