A futures study examined the strategies that rural communities should use to develop police leaders over the next 10 years.
Abstract
The research collected information regarding likely future trends and used this information to develop alternative strategies, select a strategy, and outline the steps involved in transition management during the implementation of the strategy. Likely trends included a significant increase in cultural diversity in most rural communities, the need to seek new and nontraditional resources, increasing economic disparity between the social classes, court interference with management decision-making, increased responsibilities for rural police executives, and technological advances. A variety of leadership competencies were also identified. The creation of an internal career development program was selected as the most appropriate strategy for developing efficient and effective police leaders. The transition management plan listed the 21 steps involved in gaining support for the program, developing the program, and developing and using committee recommendations. 10 references
