This is a copy of H.R. 3081, the Hate Crimes Prevention Act of 1997.
Abstract
The Act was intended to enhance Federal enforcement of hate crimes and for other purposes. The Act includes Findings, Definition of Hate Crime, Prohibition of Certain Acts of Violence, Duties of Federal Sentencing Commission, Authorization for Additional Personnel To Assist State and Local Law Enforcement, and Severability. A section concerning the Grant Program authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention of the Department of Justice to make grants, "in accordance with such regulations as the Attorney General may prescribe", to State and local programs designed to combat hate crimes committed by juveniles, and authorizes appropriation of such sums as may be necessary to carry out this section.
