Recommendations in the mayor's action plan broadly focus on three areas: prevention, intervention, and enforcement. The plan is based on what causes youth gangs and related criminal activities and on what means exist for reducing or preventing the problem. The emphasis is on reducing violent and serious youth gang crimes, particularly homicide, assault, rape, and drug trafficking, and on reducing the number and size of gangs. The plan pays special attention to redirecting interests and capacities of gang members and gang-prone youth toward improved performance in school and work settings. In addition, the plan requires the development of attitudes and social skills that help young people avoid gang membership. Appendixes contain recommendations resulting from town halls and youth speak-out sessions and statistics on gangs and gang membership as documented by the Albuquerque Police Department and Bernalillo County Gang Units.
