This report contains the California Department of Corrections' projections of institutional, parole, and outpatient populations for fiscal years 1997-98 through 2002-03.
Abstract
The projections are based on the most current available data and include existing laws and regulations, as well as any signed legislation that will come into effect during the current projection cycle. The projections do not include proposed legislation, programs, propositions, or policy changes that have not been signed or affirmed as of the completion of the projection process. The report notes that the population in California correctional institutions continues to increase. On June 30, 1997, the population was 152,506, compared to 64,737 on June 30, 1987, an annual compounded growth of 8.9 percent; however, in recent years there has been a slowdown in the rate of increase. The annual compounded growth rate over the last 5 years was 7.9 percent, compared to 10.0 percent over the previous 5- year period. Following a comparison of fall 1997 with spring 1997 projections, the report provides data on admission rates for fiscal years 1987-88 and fiscal years 1997-98 through 2002-03. Admission rates are also covered. Information and statistics also address significant chaptered legislation and initiatives, the Work Incentive Program, court sentences, placement need projections, parole violators, and felon parole population. The fall 1997 projects are summarized in two tables and presented in greater detail in 15 other tables. These tables address the quarterly institutional populations, projections by inmate placement need, the movement of institutional populations, and projections of the parole and outpatient population.
