An international conference convened in 1996 to discuss cyberspace security issues recognized the vulnerability of cyberspace to a wide range of hostile actions and the need for international solutions.
Abstract
Various public and private sector organizations shared perspectives on cyberspace security problems at the conference. They determined cyberspace vulnerabilities are pervasive, the number of actors conducting harmful acts in cyberspace is significant and growing, current understanding of threats posed by these actors is inadequate, and several impediments hinder improved security in cyberspace. Conference participants also discussed common characteristics of cyberspace security problems, different dimensions of providing cyberspace security, and the importance of international cooperation in dealing with cyberspace security issues. Conference participants and working group discussion topics are listed. 4 references
