The manual also frames the general assumptions that the literature presents regarding drug abuse among Hispanic/Latino populations and outlines the basic concepts and principles for conducting culturally competent evaluations. The manual examines risk and protective factors as they apply to Hispanic/Latino youth in three domains: the intrapersonal (e.g., psychological status, behavior, performance in school); the interpersonal (e.g., relationships with family and peers); and the extrapersonal (relationship with the community and culture). The information is the result of the ideas and recommendations from the December 1992 meeting of the Substance Abuse and Mental Health Services Administration Center for Substance Abuse Prevention Hispanic Evaluators. The workgroup recommendations centered on three issues: (1) the need for a review and synthesis of existing and available research and evaluation tools for Hispanic/Latino prevention programs; (2) an evaluation of current programs, with a special interest in cultural competency in evaluation; and (3) the need for a quick reference guide listing available evaluation measures for use in prevention programs.
