The Pennsylvania Commission on Crime and Delinquency (PCCD), established in 1978, is responsible for statewide criminal and juvenile justice planning, coordination, and policy analysis. The Juvenile Advisory Committee exists within the PCCD to effect change in State juvenile justice policy to reflect Federal regulation and to ensure that system components are in compliance with new regulations. The Juvenile Court Judges' Commission serves as a guiding and advisory body to improve the quality of services rendered through the juvenile courts in the State. The Center for Juvenile Justice Training and Research provides training and education programs and serves as a resource in juvenile justice research. The Juvenile Justice Task Force, which was established in the fall of 1989, identifies critical issues that face Pennsylvania's juvenile justice system and recommends strategies for addressing these issues. The formal and informal interaction among key juvenile justice leaders has allowed the various agencies to become familiar and comfortable with the individual roles and objectives of one another, providing for collaboration on shared objectives, tolerance, and understanding of opposing views.
