Female inmates and parolees generally had a lower rate of commitment to prison for violent offenses and exhibited significantly less violent behavior in prison than male inmates. Upon release to parole, more than 95 percent of all female inmates were returned to communities from which they were sentenced. Conclusions of the SCR Commission are summarized with regard to family issues, service coordination, substance abuse, sentencing, inmate classification, inmate programs, and transition to the community. Specific findings of the SCR Commission on the Community Prisoner Mother Program and female inmate management policies of the California Department of Corrections are presented, as well as findings on CDC management policies, personnel education, and training. Recommendations to meet the unique needs of female inmates in California are offered.
