The 1995 annual report of the Ohio Department of Rehabilitation and Correction (DRC) covers department organization, prisons, parole and community services, and the inmate population.
Abstract
Activities of the DRC during 1995 included improving security practices, restructuring the DRC in preparation for implementation of Ohio's truth in sentencing law, emphasizing the development of community-based options for certain offenders, creating the Bureau of Community Services to respond to the increasing use of inmate workers, and establishing the Office of Correctional Health Care. The DRC has 28 institutions confining more than 43,000 inmates. Nearly all institutions offer academic educational programs, and many institutions have industry programs. In addition, prisons offer treatment programs for drug and alcohol dependency, sex offenders, seriously mentally ill inmates, and anger management. Almost all prisons participate in community service projects in which inmates have an opportunity to pay back society for their crimes. The Division of Parole and Community Services (DPCS) is responsible for providing safe and meaningful community sanctions for appropriate adult offenders, in conjunction with local criminal justice officials and community and State agencies. Components of the DPCS include the Bureau of Community Sanctions, the Bureau of Adult Detention, the Adult Parole Authority, the Ohio Parole Board, the Probation Development Section, and the Parole Supervision Section. Brief descriptions of Ohio's prisons are provided, and statistics are tabulated on prison intakes and releases, the inmate population under DRC supervision, the inmate population by offense, the inmate population by race and gender, and inmate employment.
