Abstract
Throughout its history, the mission of the Edna McConnell Clark Foundation has remained the same: to improve conditions for people who live in poor and disadvantaged communities. During 1996 the programs and their grantees made significant progress toward achieving their goals. The Program for Children, for example, assisted localities that are restructuring their systems of child protection by engaging organizations and individuals in their communities in a collective effort to keep children safe from abuse and neglect. The Program for Justice supported State policy makers working collaboratively across disparate government agencies to implement plans to use correctional resources more wisely. Specifically, steering committees in the States have been designing and implementing plans for reducing reliance on imprisonment for certain low-risk offenders and expanding the array of sanctions between prison and probation that can be used safely and effectively to punish such offenders within the community. To revitalize neighborhoods and reduce the risk of homelessness in the South Bronx and Central Harlem, the Program for New York Neighborhoods launched a new initiative that promotes resident-led efforts to improve housing conditions and address a range of quality of life concerns in these communities. The Program for Student Achievement provided support to urban school districts that are creating and implementing academic standards in their middle schools with the goal of improving student learning. The Program for Tropical Disease Research, working in collaboration with the international health community, stepped up its efforts to control blinding trachoma, a widespread disease in the developing world. Information and data are provided on special projects, a grants summary, financial statements, publications, and how to apply for a grant.
