This report provides information and data on the privatization of secure adult correctional facilities throughout the world.
Abstract
The census summary for private adult correctional facilities for December 31, 1996, presents the following information for each management firm: rated capacity of all facilities under contract; number of facilities under contract; rated capacity of facilities now in operation; prisoner populations on December 31, 1996; percent occupancy for facilities in operation; new facilities to open within 12-18 months; and expansion anticipated within 12-18 months. Percent changes since December 31, 1995, are noted for each of the aforementioned data items. Data and information for each individual private adult correctional facility in the United States address the management company, facility location, facility name, primary source of inmates, secondary source of inmates, rated capacity, present population, occupancy percentage, security level, ownership of facility, first received prisoners, ACA accreditation, facility construction, and whether facility expansion is planned. Similar information and data are provided for facilities in Australia and the United Kingdom. Regarding the future of correctional privatization, the report notes that growth in the appeal of correctional privatization has proven to be far stronger than even its most ardent proponents imagined a decade ago. As illustrated by a 5-year average annual growth rate of 41.08 percent and a 3-year average annual growth rate of 38.11 percent, there is no indication that year-on-year rates of growth are moderating significantly.
