This report summarizes the management support provided to the National Institute of Justice (NIJ) from June 1995 through September 1997 and proposes future activities in connection with the infrastructure development for the National Law Enforcement and Corrections Technology Center (NLECTC) network.
Abstract
The Pymatuning Group's (PGI's) initial activities focused on providing guidance and configuration principles for the network infrastructure. PGI took part in strategic planning meetings on the NLECTC network, provided guidelines on national law enforcement and corrections (LEC) technology infrastructure and produce commercialization, and helped arrange resource-sharing partnerships between NIJ and the Defense Advanced Research Project Agency as well as the Department of Energy. PGI also helped NIJ identify methodologies and mechanisms to improve the facilitation and coordination of LEC standards groups across the country and identify ways to increase its long-range planning for and support of technical, safety, legal liability, and training standards for LEC. PGI proposes to support NIJ in the next phase of structuring, governing, and use of the NLECTC's and their embedding network to best support the law enforcement and corrections communities by detailing selected governance and planning modules for immediate implementation. It also proposes to provide an overall assessment of the most needed near-term technology applications and determining their availability and status, along with the funding needed for development of the high-priority products and services.
