Guidelines for operating an effective gang unit address gang awareness, gang prevention efforts, gang intelligence and information, gang suppression tactics and techniques, and the prosecution of gang cases.
Abstract
The guidelines for awareness education regarding gangs encompasses who should be trained, training topics, types of gangs, identifiers, risks involved, and information gathering. Gang prevention efforts focus on guidelines for involving strategic community groups and individuals in gang-prevention efforts. Topics discussed under "gang intelligence and information" include the status of the streets as well as the sources and quality of intelligence information. An overview of gang suppression tactics and techniques provides guidelines for covert and overt operations, covert surveillance, and the execution of an arrest plan. A discussion of the prosecution of gang cases focuses on the special problems gang cases pose for both the police and prosecutors and how they may be addressed through cooperative efforts.
