This article discusses activities of the International Criminal Investigative Training Assistance Program (ICITAP) in Bosnia.
Abstract
In a bilateral agreement between Bosnia and the United States, ICITAP was sent to support the UN-mandated International Police Task Force and to bring the attitudes of the areaþs governing body up to speed, starting with the local police forces. The object was to teach a basic concept of human rights and to restructure 1,000 years of law enforcement. The 6-week program highlights human dignity, basic police skills, democratic standards of policing, and training techniques in fields from firearms and crowd control to media relations and the authoring of standard operating procedures. The ICITAP members also must introduce to local law enforcement personnel concepts such as crime scene investigation, forensics, narcotics investigation and border patrol. The volunteers are working to bring the police work in Bosnia up to a standard that allows citizens to feel safe, so that the society is stable and worthy of investment.
