This book examines key aspects of the problem of responding to international terrorism, with the goal of identifying viable policy options for democratic states.
Abstract
The book consists of two parts: (1) a comprehensive analysis of the problem, including definitional issues and an illustrative case study; and (2) a thorough exploration of various aspects of the response to terrorism, from policy and planning to specific response measures. Contributors to the book represent several different disciplines, and these disciplines are reflected in the content and structure of individual chapters. While most of the authors are Canadian and they bring a unique national perspective to the problem of terrorism, the focus of the book is international. The first part of the book contains chapters on defining the problem of international terrorism, the nature of international terrorism, and unlawful interference with civil aviation. The second part of the book includes chapters on counterterrorism policies in the case of aircraft hijacking, counterterrorism contingency planning and incident management, criminal intelligence versus security intelligence, the police role in the response to international terrorism, various facets of counterterrorism intelligence, international terrorism and the media, and military and paramilitary responses to international terrorism.
