This report summarizes stops, searches, detentions, and arrests in England and Wales in 1996 under the provisions of the Police and Criminal Evidence (PACE) Act 1984 as implemented on January 1, 1986.
Abstract
The provisions covered stops and searches of persons or vehicles, road checks, detention of persons, and intimate searches of persons. The analysis revealed that the police stopped and searched 814,500 persons, vehicles, or both during 1996, an 18-percent increase from 1995. Resulting arrests increased by 8 percent, an increase from 81,000 in 1995 to 87,700 in 1996. During 1996, 11 percent of searches led to an arrest. One hundred sixty-two road checks were conducted in 1996, an increase of 43 percent from the 113 checks undertaken in 1995. The number of persons detained for more than 24 hours and subsequently released without charge was 550 during 1996, compared with 553 during 1995. During 1996, 132 intimate searches were carried out, more than twice the number in 1995. Most were for drugs; Class A drugs were found during 17 searches. Tables, figure, map, and notes
