Florida's Criminal Justice Estimating Conference convened in October 1997 to revise the forecast of prison admissions and populations as necessary to reflect trend changes since the last conference held in March 1997 and to incorporate the impact of legislation passed in the 1997 Legislative Session that dealt with prison inmates.
Abstract
Prison admissions during the 8 months preceding the conference totaled 14,394, or 650 (4.8 percent) more than the estimate of 13,629. The underlying forecast was adjusted upward to reflect the new data. Chapter 97-194, establishing Florida's Criminal Punishment Code, was estimated to result in an additional 3,225 inmates by June 30, 2003. Major portions of this legislation, however, were deemed to have an indeterminate impact. Chapter 97-239, the Prison Releasee Reoffender Punishment Act, was estimated to result in an additional 7,108 inmates by June 30, 2003. Of these inmates, however, 5,054 were to come from felons currently receiving a nonprison sanction. Detailed statistics are provided on various aspects of the criminal justice system, specifically on offense types, crime rates, arrests, felony filings, criminal case dispositions, prison admissions and inmates, drug offenders, violent offenders, habitual offenders, sentencing, and parole. Tables and figures
