The model was developed by the Abraxas Foundation Inc., a private organization based in Pittsburgh. The LDP is an intensive, 15-week treatment program that consists of education activities, a wilderness challenge, physical training, and community service work, structured in a modified military model. The program involves three 5-week phases designed to develop self-discipline, self-respect, education improvement, life skills, a recognition of the importance of employability, and career planning. The emphasis is on accountability and respect while challenging and changing irresponsible behavior, attitudes, and thinking. Although based on a military model, the program reflects the concepts of a leadership academy or military school, rather than the more traditional boot camp. The LPD has successfully "habilitated" more than 1,000 juveniles. Only three have attempted to leave the program, and there have been no reported cases of assault on either the staff or other cadets. The average cadet has improved two grade levels in English and math upon completion of the program. 6 references
