It contains examples of practical steps State and Federal judges and courts can take to save resources through sharing or other means, to avoid scheduling or other conflicts that adversely affect court operations and the bar, and to plan programs and other services that benefit both judiciaries. The first section of the manual addresses litigation issues; it covers cooperation by State and Federal courts in litigation generally and cooperation in the area of complex litigation specifically, especially mass tort litigation. The second section describes collaborative efforts undertaken by State and Federal courts to address the following critical areas of court operations: judicial education, facilities and services, and relations with nonjudicial institutions. The third section addresses cooperation through State-Federal judicial councils, and the fourth section describes cooperative activities through regional State-Federal judicial conferences. 30 appendixes provide sample forms, orders, legislation, notices, and discussions pertinent to cooperation between Federal and State courts.
