The proceedings were attended by representatives of 16 Central and Eastern European states. Introductory papers focus on models of prosecution and their manifestation in European countries. Other papers focus on five topics pertinent to the implementation of public prosecution in democratic systems. The first topic is the constitutional status and the internal structure of the public prosecution in a state governed by the rule of law. The second topic is the selection and status of prosecutors and the management of the prosecutor's office. The third topic examines the following prosecutorial functions in connection with criminal law: pretrial functions, discretionary power, and trial functions. The fourth topic concerns the role of prosecutors in the application of international criminal law, including mutual assistance in criminal matters, the transfer of criminal proceedings, and extradition. The fifth topic addresses the functions of the public prosecutor's office in connection with civil litigations and its extra judicial functions.
