This report summarizes the numbers and types of inmate complaints to the Canada Correctional Investigator during 1996-97, the numbers and types of complaints that were resolved, the recommendations of the Correctional Investigator's office regarding needed changes, and the Correctional Service's response to the recommendations.
Abstract
The 6,366 inmate complaints related to administrative segregation, parole, diet, discipline, discrimination, financial matters, mental health services, family visits, security classification, corrections personnel, use of force, and other issues. General issues involved special handling units for offenders considered too dangerous to be housed in a maximum-security institution, inmate pay rates, the procedure for resolving offender grievances, the preparation of cases for conditional release consideration, double bunking, and inmate transfers. Other issues included institutional violence and preventive security guidelines, independent representation for inmates not mentally competent to act for themselves, records of disciplinary hearings, and investigations of inmate injuries.
