This report describes the 1997 activities of the Pennsylvania Commission on Crime and Delinquency, the organization that examines problems in the criminal and juvenile justice system, proposes solutions, and monitors and evaluates the impact of those solutions.
Abstract
Activities focused on statistics and policy research, crime and drug abuse prevention, juvenile justice, community corrections, victim services, drug control, criminal justice training, and other areas. Accomplishments during 1997 included the partial or complete implementation of 10 of the 25 initial recommendations of the Juvenile Advisory Committee and the establishment of new telecommunications technology to connect the State Police automated fingerprint identification system to fingerprinting devices in police agencies throughout the State. Additional accomplishments included outreach activities for the Victims Compensation Program, streamlining of the victim compensation process to reduce claim processing time, and training of constables and deputy sheriffs. The Commission also completed an evaluation that revealed better outcomes for school-based probation cases in comparison to non-school-based probation cases, sponsored a conference on prevention and intervention services for minority youth, and established a comprehensive Web site for the Governor's Community Partnership for Safe Children.
