Kentucky has developed the Kentucky Collaborative for State Agency Children (KECSAC) is a new collaborative that aims to enhance educational services for at-risk and delinquent youth and that offers professional development for new educators to meet the specialized needs of educators who are teaching the State's most troubled youth.
Abstract
This effort resulted from supplemental legislation enacted in 1992 to ensure that the Kentucky Education Reform Act (KERA) would also reach at-risk and delinquent children in day treatment or residential programs operated by or under contract to State agencies. The 3-day pilot professional development program was offered in fall 1994 as a requirement for educators working in State-operated or contracted day treatment or residential programs. The KECSAC initiative was soon expanded to include private residential treatment centers. A focus group from the 1995 session outlined what worked and what did not work in previous trainings to aid the preparation for the 1996 training session. The KECSAC project participants are exploring the possibility of offering training components using technology such as compressed video. Eastern Kentucky University is also considering the feasibility of offering graduate credit for the new educators taking part. Lists of training topics and 2 references (Author abstract modified)
